Abstract

Child is a person whose age is under 18 years old, including the person who is still in the womb. Since born, child had gotten rights and obligations which have to be maintained and fulfilled by all parties, as well as parents, society, or nation. However, in reality the fulfillment of children’s right haven’t fulfilled yet evenly. Various child observer institutions emerged as a response to the problems that occurred. The Child Organization of Sleman Regency (FORANS) is a one of the answers to the problems related to children’s rights. This research is a qualitative descriptive research using data collection techniques : observation, interviews, and documentation. The theory which is being used in this research is Communication Strategy according to Hafied Cangara namely by choosing communicators, identifying publics, arranging messages, determining methods, delivering messages, selecting media, dispersing messages, and evaluating. The result which is found in the field will be triangulated with related documents. The fulfillment of children’s rights sought by FORANS includes the fulfillment of protection rights, right to participate, the right to life, and the right to development. The fulfillment of children’s rights is carried out with various activities that are very popular with children. The Communication Strategy which is carried out by FORANS purely for the sake of fulfillment of rights towards children in Sleman regency.
