Abstract
Bullying, both in educational settings and on social media, has increased significantly and poses a serious threat to the psychological well-being of adolescents, often triggering suicidal ideation. The growing number of bullying cases resulting in death indicates that existing regulations have not been fully effective in providing protection. In fact, bullying, as a form of criminal violence, should be addressed through preventive and repressive efforts under adequate criminal law policy. The complexity of this issue is further heightened by limited legal awareness, weak reporting systems, and restricted access to mental health services. This research applies a juridical-empirical approach with a descriptive-analytical nature. Data were obtained through literature studies and interviews with authorized and relevant parties, including sexual violence prevention task forces (Satgas PPKS) from three universities in Yogyakarta (UPN Veteran, UNY, and UIN Sunan Kalijaga), law enforcement officers, and child and youth protection agencies. The analysis uses criminal law policy theory and victim precipitation theory to explore the victimization dynamics in bullying cases that lead to suicidal ideation. The research findings reveal that criminal law policies regarding bullying and suicidal ideation in adolescents are still limited to post-incident actions and have not yet included comprehensive preventive measures or sustained victim protection. Major obstacles include challenges in proving criminal elements, the absence of specific provisions on bullying in the Penal Code, and inadequate support systems such as psychological assistance and legal protection. Therefore, a reformulation of criminal law policy is needed with preventive and repressive approaches based on the needs of adolescent victims to ensure comprehensive protection against the psychological impacts of bullying, both offline and online.
