Abstract

ABSTRAC Halal label on a product is a statement that the product does not contain non-halal ingredients and the product is processed in a manner and system that is in accordance with Islamic Shariah. Halal label on a product is very helpful for consumers in choosing halal products, especially Muslim consumers who constitute the majority of the population of the Republic of Indonesia. But as the circulation of halal labels on a product, now some forms of halal label logos are appearing enough to make consumers have to be careful in choosing them. The reason is only one institution in Indonesia which currently has the legalization of issuing a halal fatwa on a product, The Council of Indonesian Ulama (Majelis Ulama Indonesia, MUI) where the MUI has its own distinctive halal label logo that is already listed on many food products. Thus the halal label logo other than those issued by the MUI, the logo can certainly be made by the producers independently. This type of research is a type of field research. The method used is empirical qualitative. which is collecting data on food businesses in Yogyakarta that carry out halal labeling independently. Based on the results of the study, it can be explained that the factors underlying the producers to carry out halal labeling independently as seen from the Legal Substance of the provisions of halal labeling are none of the regulations that require it. The regulated provisions are related to the efforts that businesses should do next after providing halal labels on their food products as stipulated in article 8 paragraph (1) letter h of the UUPK, namely business actors that carry out halal food labeling must follow the halal production provisions. based on the legal structure there are a number of institutions authorized to supervise products circulating in the market, one of which can be done by LKPSM institutions, in Yogyakarta there are Yogyakarta Consumer Institutions (Lembaga Konsumen Yogyakarta, LKY) mentioned in the UUPK, but in practice LKY is not ready to conduct supervision due to the lack of laboratory facilities to examine food ingredients. Furthermore, in terms of legal culture, consumers conduct their activities on the basis of mutual trust with business actors, consumers pay less attention to the importance of the inclusion of halal labels, both halal labels certified by the MUI and those given by the business actors themselves. complicated administration and economic factors, and business actors who do not fully trust the halal certifying institution.
