Abstract

Every individual is born with their respective uniqueness and needs. Regardless of the individual’s limitations and abilities, the government is obliged to provide equal opportunities for its citizens to obtain an excellent education. Inclusive education is expected to be a solution for students with special needs so that they can be served fairly and equally. Students are the subject as well as the main objects in education. Therefore, to achieve an educational goal, it requires the management of students, starting when the students entering school until they have finished their education at the institution. There are three major focuses in this study, first, analysis of the needs of students. Second, educating and developing students. Third, recording and reporting of students. The type and method used in this study were comparative descriptive based on field research. The subjects in this study were the kindergarten heads and kindergarten teachers. The data collection techniques used in this study were interviews, observation and documentation. The data analysis techniques used were data reduction, data presentation and conclusion drawing. The results of this study show that: First, the analysis of the needs of students in each kindergarten show that they accept students with special needs covering all categories of specialization by implementing the assessment and observation stages as well as decision making, in which the results will be followed up as a basis for making learning programs for the students with special x needs. Second, educating and developing students using a full inclusion model by applying a multi-age grouping system at the Kindergarten of Tumbuh 3, in which the learning process refers to the IEYC (International Early Year Curriculum) and a multicultural learning atmosphere. Meanwhile, the Kindergarten of Inklusi Islam Pelangi Anak Negeri Yogyakarta uses cluster and pull out models, in which the students are grouped based on their ability, which refers to the K13 national curriculum that is integrated with Islamic values. The development of students in both kindergartens is through various extracurricular activities and special services. Third, the recording and reporting of students are based on identification and assessment that refers to STTPA, in which the assessment of students’ development and reporting is carried out daily, weekly and every semester. Overall, in terms of the analysis of students and the recording and reporting, the Kindergarten of Inklusi Islam Pelangi Anak Negeri Yogyakarta is better than the Kindergarten of Tumbuh 3. The Kindergarten of Tumbuh 3 is better in terms of placement and grouping of students.
