Abstract

School library is a center of information or facilities that support teaching and learning activities in an educational institution. With the development of information technology, it also has an impact on the progress of a library. These advances provide many benefits as well as challenges for library staff in managing a library, even the school library now has more potential to play a role in the learning process Resource Based Learning. School library staff in managing libraries are required to have competencies that are able to bring their libraries to go forward, develop and can play a role in the learning process of Resource Based Learning in libraries. School library staff competencies can be learned, developed and owned by library staff with a standard of competence. The school library staff competency standard is Permendiknas Number 25 of 2008.To prove this, researchers are interested in conducting research on the competence of library staff in outstanding school libraries in Klaten Regency from elementary to high school level. The library in question is the Mirsa Elementary School 1 Mireng, Esbatu Library 1 Bayat SMPN and Rota Bayat Vocational School 1 Library. The research carried out aims to find out / uncover the competence of library staff in outstanding school libraries in Klaten Regency based on competency standards. The results of the analysis at the same time answer several research problems found, including how the contribution of competence, driving and inhibiting factors in realizing achievement of the school library. Not only that, the results of the research analysis will be linked to the concept of learning Resource Based Learning so that it can be seen several roles of the school library in the learning. When viewed in the perspective of Islam, research activities carried out are actions to deepen knowledge, insight and knowledge about library management, so that library staff are more competent and professional. As for the process researchers used a qualitative method with the type of research Phenomenology. Miles and Huberman explain the techniques of collecting data in qualitative research by observation, interview and documentation. After the data is collected, it is then analyzed using data reduction techniques, data presentation and conclusion drawing.The results of the conclusions were tested for their validity by using the technique of the degree of trust (credibility), namely triangulation, checking colleagues, member checks and dependability. The research results can be concluded that, first the Bayat 1 Junior High School Library staff have information management competencies, but for the library staff at the Mirsa library and the Rota Bayat 1 SMKN sub competence knowledge about publishing has not yet mastered, the three library staff have managerial competence, have educational competence, have personal competence, have social competence and have professional development competencies that are divided in detail in each sub-competency. Secondly, the contribution of school library staff competencies includes ensuring the creation of excellent service in libraries, organizing library materials that are integrated with information technology, more opportunities to achieve work targets in the elements of library competition assessment, higher quality work results, the creation of library management that is fast, appropriate and effective according to the proper rules.Third, there are supporting factors which include the availability of adequate facilities in library management, high level of education or knowledge of library staff, high social character, good personality and inhibiting factors which include lack of budget or library fund allocation, low level of education of library staff , lack of attention from superiors or principals, lack of social sense. Fourth, library staffs in outstanding school libraries in Klaten Regency have several roles in the learning process of Resource Based Learning, including as a provider of learning venues capable of accommodating students in one class, as providers of collections or sources of information relevant to the needs of users and as providers of facilities integrated with information technology Suggestions for schools to allocate more funds for the development of library staff competencies, development of facilities and infrastructure of library facilities and to add props to the Resource Based Learning learning process.
