Abstract

According to the financial reports of BPRS and BPR there has been a decline in performance from 2015-2017. These two financial institutions are supposed to be a vital economic support for the middle class and UMKM. The purpose of this research is to investigate the comparative performance of Islamic rural banks and conventional rural banks in Indonesia using the REC method which consists of risk profile, earning, and capital during the 2015-2017 period. The risk profile factor is represented by the NPF indicator, earning is represented by ROA and capital is represented by CAR. Applying a purposive sampling method, the 43 Islamic rural banks and 63 conventional rural banks have been collected from the the secondary data sourced from annual financial reports published at the bank's official website. Analysis was then conducted with the Mann-Whitney-U test to examine the comparative performance of the two banks. The results of this study suggest that there is a significant difference in NPF between the two banks at a significance level of 0.006; there is no significant difference of ROA and CAR between in Islamic public finance banks and in rural credit banks in Indonesia at a significance level of ROA of 0.070 and CAR of 0.239 respectively. The implications of this study imply that the performance of Islamic rural banks still has a great opportunity to develop in the future and is a big challenge, especially for the management of the Indonesian sharia rural banks and the central bank (Bank Indonesia) as the bank regulators.
