Abstract

The Unitary State of the Republic of Indonesia has a government system known as the regional autonomy system, regional autonomy itself, apart from the decentralization principle, there is also the principle of assistance tasks. Based on Article 26 paragraph 1 of Law Number 6 of 2014 concerning Villages (hereinafter referred to as the Village Law). Whereas the Village Head has the task of organizing village government, carrying out village development, fostering village communities and empowering village communities. This aims to realize the effectiveness of Village Government administration, accelerate the improvement of the welfare of village communities, accelerate the improvement of the quality of public services, improve the quality of Village Government governance. Village government readiness is a major problem in implementing the Village Law. There is a very striking difference between Srimartani Village and Srimulyo Village, which are located in Piyungan District, Bantul Regency, so there is a need for a study regarding the readiness of the Village Head in carrying out his duties and authority. This research is Juridical-Empirical in compiling this research, namely in the form of field research, this research has already been done in Srimartani Village and Srimulyo Village, Piyungan District, Bantul Regency. This field research was conducted to obtain data in the form of information and interviews with the competent authorities regarding the problems described in the previous problem background. This research is descriptive-analytic. Existing data is in the form of a logical and systematic description to answer the existing problem formulations and the data obtained are analyzed in a descriptive qualitative manner, that is, after the data is collected then it is poured in the form of a logical and systematic description, then analyzed to obtain clarity in solving the problem, then deductively drawn conclusions. The village head, assisted by village officials, has carried out his duties in accordance with his position and authority as mandated by Law Number 6 of 2014 concerning Villages. The Village Head of Srimartani is not ready from the transparency side and the Village Head Srimulyo is ready from the transparency side. The authority of the Village Head as stated in Law no. 6 of 2014 concerning Villages, has been followed up with the implementation of legal regulation products, namely Village Regulations (PerDes), the involvement of the community in preparing Village Development plans, including the Village community through Village development planning deliberations, as well as participation or involvement in the implementation of village government in terms of the budget already carried out according to their duties and authority.
