Abstract

This research because was found of several educational institutions that does not met the minimum standards set by the government, namely the national education standards. Even though to improve the quality of educational institutions that must be implemented all over eight national education standards set by the government. This happened at MTs Nahdlatul Ulama 'Miftahul Huda GlagahKulon, Dawe Kudus, where the school had been established for more than 25 years, but did not experience significant developments but instead stagnated. There are many educational institutions which have just been established around these institutions and have a rapid development and many students. So that raises the question of how the implementation of national education standards, management and strategy to improve the quality of educational institutions in MTS Nahdlatul Ulama 'Glagah Kulon, Dawe, Kudus. Data collection methods by observation, interview, and documentation. Data analysis in this research used the Miles and Huberman model, while the technique of testing the validity of the data uses triangulation of data sources and triangulation of data collection methods. The research results obtained is the all over of national education standards in the MTs Nahdlatul Ulama Miftahul Huda has not yet fulfilled all. This can be seen in the presence of several indicators of national education standards that are not in accordance with applicable regulations, that is: Content standards, Process Standards, Educator and Educational staff Standards, Facilities and Infrastructure Standards, Management Standards, and Financing Standards. Management of Fulfillment of National Education Standards in MTs Nahdlatul Ulama’ Miftahul Huda did not proceed optimally. From the management principles of planning, organizing, actuating and controlling, what has not been done yet is organizing, actuating and controlling in MTs Nahdlatul Ulama' Miftahul Huda. This is evidenced by the absence of a clear job-sharing division between teachers and educational staff because of less educators and educational staff in School, there is no periodic, consistent and sustainable which is conducted by leader so the learning process runs stagnant and there is no development or change. The strategy to improve quality in the MTs Nahdlatul Ulama’ Miftahul Huda Glagah Kulon, Dawe, Kudus can be done with school review techniques, benchmarking techniques, quality assurance techniques, and quality control techniques.
