Abstract

Indonesia is a state of law, as a constitutional state, Indonesia upholds the human rights of its citizens with the principle of equality before the law for all people who are dealing with the law so that there is no criminalization or selective cutting of people who are litigating with the law. However, the poor often pay less attention to this justice. Legal aid is a legal service provided by legal aid providers free of charge to recipients of legal aid. Law is realizing access to justice for the poor and also creating an effective, efficient and accountable justice. The spread of legal cases faced by poor groups of people and their lack of knowledge of the law makes people confused when it comes to the law. Yogyakarta City issued Yogyakarta City Regulation No.3 of 2019 concerning the Implementation of Legal Aid, which regulates the implementation of legal aid in the Yogyakarta City area. This study uses field research. The nature of research in this authorship uses descriptive analytic. Sources of data used are primary data obtained from interviews and questions and answers with the Legal Department of the Yogyakarta City Government. The data analysis technique of this research uses deductive analysis with deductive methods. Based on the research conducted by the author, Regional Regulation Number 3 of 2019 concerning the Implementation of Legal Aid has not been implemented to the public, but a Mayor Regulation has been issued. The implementation of this regulation has not been implemented due to several factors, namely budget refocusing and changes in financial regulations. Keywords: Implementation, Legal Aid, and Justice
