Abstract

Religious Affair Office Ratu Agung sub-district is located in Nusa Indah, Ratu Agung, Bengkulu province, which is one if its duty is providing of marriage and divorce cancellation for the society. In the implementation of the marriage, the task of marrying the prospective bride and groom is the prince, attended by the guardian and marriage witness, in practice the implementation of the marriage contract is carried out by shaking hands between the candidates the groom with the guardian of the prospective bride, the implementation of the marriage contract by shaking hands is a tradition that is usually done by people in the process of the marriage contract, especially in the Religious Affairs Office of Ratu Agung sub-district. The tradition of shaking hands in the process of the marriage contract in the Religious Affairs Office of Ratu Agung district began to experiance problems, there are some prospective brides who choose not to shake hands when they get married, this happened when Indonesia was hit by a plague familiarly called Corona or Covid-19, an infectious disease that is feared by most people because there is no potent vaccine that can handle it this disease. The Religious Affairs Office has introduced a new policy policy in implementing marriage to prevent the transmission of the Covid-19 outbreak, the policy resulting in people who choose to accelerate marriage and there also choose to postpone marriage. This research uses field studies (Field Research), with Descriptive Qualitative approach to providing information through facts and data regarding the influence of the Covid-19 outbreak on the implementation of marriages in The Religious Affairs Office of Ratu Agung district, the method of data collection is done by observation, documentation, and interviews. The results of this study found that during the pandemic the procedure registration of marriage is done on-line and off-line based on the letter Circular of the Directorate General of Islamic Community Guidance, the implementation of the marriage contract is carried out in two ways, First, by shaking hands. Second, without shaking hands. According to Islamic law, the procession of the marriage contract is carried out by shaking hands or does not remain valid if the conditions are met and the marriage is harmonious like a candidate bridegroom, prospective bride, two witnesses, guardian, and consent granted. The head and chief of the Religious Affairs Office of Ratu Agung advised the public to potpone marriage as long as no effective vaccine was found to eradicate Covi-19 to break the chain of spreadling the virus.
