Abstract

In Indonesia, the graph of positive victims of Covid-19 continues to increase. One of the causes is a violation of the Covid-19 health protocol, especially in religious activities. This is because religious worship activities, especially Islam, tend to be collective in nature that is prone to emerging new clusters of the spread of Covid-19. Accordingly the Covid-19 health protocol education action needs to be internalized to the community. Da'wah efforts carried out by Islamic Religious Instructors are one solution to this problem. The Islamic religious instructor is tasked with providing guidance and counseling to the community aimed at realizing social change (transformation). This study aims to elaborate on the implementation of da'wah carried out by Islamic Religious Instructors in campaigning for the Covid-19 health protocol and how to form strategies for shaping community compliance with the Covid-19 protocol. The research method used a qualitative approach with a case study strategy. The data were obtained from the results of in-depth interviews and conducting field observations on the da'wah activities of the Islamic Religious Instructors, Kalasan District, Sleman Regency during the Covid-19 pandemic. The results of the research show that the activities of the Islamic Religious Instructors are manifested by organizing online and offline recitation activities, public outreach, holding social services for the weak (mustadfi'in) and affected by Covid-19 in the form of philanthropic assistance (venture capital) and charity (cash donations). and building social relationships with government and non-government agencies. The message of the da'wah conveyed is collaborative, namely the existence of a combination of religious and health material and a participatory message, which has a tendency to care for the weak. Meanwhile, the communication pattern uses dialogic and one-way communication patterns. Da'wah activity efforts are supported by compliance strategies in the form of rewarding, punishment and expertise. On the other hand, to manifest transformative da'wah which aims to increase compliance with the Covid-19 protocol, Islamic Religious Instructors still need to increase personal commitment and impersonal commitment. The da'wah program needs to be re-planned by actualizing the method of monitoring and mentoring in the community on a regular basis.
