Abstract

This research begins with there basic questions, first, why the quality of education in Indonesia is inferior to Asian countries. Second, what can be contributed to equip the output of schools / madrasahs to be able to compete in this global era? Therefore, the research conducted at MI Sultan Agung Yogyakarta has significance to answer three important questions, namely: first, what is the urgency of reading literacy in fostering the language development of students. Second, what is the role of reading literacy culture in fostering and developing language for students. Third, what is the impact of literacy culture on language growth and development for students. This research was conducted at MI Sultan Agung Yogyakarta by using a descriptive qualitative approach. To obtain research data, interview, observation, and documentation were used. To test the validity of the data, the researcher intensified the interaction with the research background, made in-depth observations, and conducted triangulation tests in order to compile a systematic conception that was used as material for developing substantive theory findings. The results showed that first, MI Sultan Agung Yogyakarta during the COVID-19 pandemic continued to implement GBL in madrasas by integrating it in the learning process and assigning students to read books relevant to the subject and report them. Second, implementation starts from planning, implementation, and assessment of learning outcomes, and is guided by Permendikbud No. 23 of 2015. Third, this is done by providing guidance and assistance to students to read books that are relevant to learning and provide rewards for students who excel. In addition, having a reciprocal relationship with the guardian's parents to accompany their children to study at home.
