Abstract

The background of this research is the main problem faced by the teachers of SKI MA DIY related to the implementation of the policies contained in KMA 183 and KMA 184. The problem appears for a limited information about how the policies of KMA 183 and KMA 184 in 2019 are. Therefore, MGMP of SKI Madrasah Aliyah DIY as part of professional organization is required to take role in implementation of KMA 183 and KMA 184 in 2019. This research is field research, by using qualitative approach in order to get deep understanding and interpretation about the relevant meanings and facts. This theme was taken because there was no specific discussion about the role of MGMP SKI MA DIY in the implementation of KMA 183 and KMA 184 in 2019 which came into effect in the 2020/2021 school year. Because the education policies contained in KMA 183 and KMA 184 in 2019 are new policies and there has not even been any similar research that discusses their implementation in the filed. Data collection, techniques using interm interviews, documentation, observation and data analysis. The results of this research denote that: 1) the policies in KMA 183 and KMA 184 include four aspects: First, the education policy has spirit to encourage madrasas to be able to prepare students who have four generic competencies (critical thinking, creativity, communication and collaboration). Second, the policy formulation in SKI MA subject is contained in several elements of change, namely in the knowledge dimension, the cognitive process dimension, and the uniformity dimension of the SKI material content in all majors in Madrasah Aliyah. Third, steps of implementation, including face-to-face policy dissemination and virtual technical guidance. Fourth, policy monitoring has not officially been carried out becaouse of the Covid-19 pandemic. 2) the role of the MGMP SKI MA DIY includes: First, the socialization process for policy implementation is carried out through online internal meetings of the board and members. Second, the implementation of policies initiated by the MGMP is carried out by determining the work program as a reference for implementation in the field and the realization of the work program as a progress report on the implementation of activities. Third, monitoring policy implementation is carried out through FGD (Focus Group Discussion) activities and distributing questionnaires. 3) Problems in the role of MGMP include: First, the problem in the socialization process is that it has not run optimally because it is done online. Second, the problem in the implementation process, namely the policies in KMA 183 and 184 are prepared for normal learning needs, while at the time of implementation it is in a pandemic state. Third, the problem in policy monitoring is that the distributed questionnnaire has not been fully absorbed so that data is not collected properly.
