Abstract

Demonstration is an action movement carried out by a person or group of people in public by means of oral, written and so on which has been regulated in Law Number 9 of 1998 concerning the Expression of Opinions in Public. In the implementation of demonstrations, it must provide benefits and maintain the spirit of the struggle of the nation and state through demonstrations and not violating public order by taking anarchic actions that can cause harm to other people, for example damaging other people's property such as anarchic actions that occur during the "Jogja Memanggil" demonstration which rejects the Job Creation Act which has been ratified by the government. Besides that, Yogyakarta has one philosophy, namely Hamemayu Hayuning Bawono which means seeking safety, preserving life, and protecting from damage, but in reality it is inversely proportional to the incident of the anarchist demonstration. From this phenomenon, there is an interest for the compiler to study the "Juridical Analysis of Law Enforcement of the "Jogja Memanggil" Demonstration at the Yogyakarta Special Region Regional Police" to find out the process of implementing law enforcement carried out by the Yogyakarta Regional Police. The purpose of this study was to find out how law enforcement against anarchic actions in the "Jogja Memanggil" demonstration was carried out by the Regional Police of the Special Region of Yogyakarta. The preparation of this thesis is a type of field research and is descriptive analytic with an empirical juridical approach. The data in this study are the results of interviews with the Yogyakarta Special Region Regional Police and the compilers also use written sources and statutory regulations. Two theories are used by the authors as an analytical knife, namely the theory of law enforcement and law effectiveness. The results of the research on the implementation of law enforcement carried out by the Yogyakarta Special Region Police are in accordance with Law Number 8 of 1981 concerning the Criminal Procedure Code, namely by conducting investigations and investigations, but so far the perpetrators of anarchic acts in the "Jogja Calling" demonstration have not been found because there are several obstacles, namely (1) too many protesters, (2) many protesters wear masks, making it difficult to identify the perpetrators of these anarchic acts, (3) too many cctv videos and cctv files need to be restored because only can save videos that are not long so that it hinders the law enforcement process.
