Abstract

So far, the fulfillment of the rights of prisoners has been carried out in accordance with the regulations contained in the legislation. However, since 2019, the entry of the Covid-19 Virus into Indonesia has caused several changes in the mechanism for fulfilling the rights of prisoners at the Yogyakarta Class II A Penitentiary. The government issued several new rules related to the implementation of the fulfillment of the rights of prisoners as a result of the spread of the covid 19 virus. Therefore, in this study, we will answer how the rights of prisoners in the Class II A Yogyakarta Prison during the Covid-19 pandemic will be fulfilled and whether the fulfillment of rights -The rights of prisoners at the Yogyakarta Class II A Prison during the pandemic are in accordance with the provisions of the legislation and health protocols. This research is a field research conducted by conducting direct interviews with correctional inmates and prison officers and distributing questionnaires containing questions regarding the fulfillment of prisoners' rights during the Covid-19 pandemic. The object of this research is the Yogyakarta Class II A Penitentiary. The theory used to answer the formulation of the problem in this research is the theory of justice, the theory of human rights, and the theory of law enforcement. After discussing and analyzing the collected data, it can be concluded that the Yogyakarta Class II A Penitentiary has fulfilled the rights of prisoners during the pandemic with a special mechanism following the new laws and regulations in the context of preventing the spread of Covid-19. And in fulfilling these rights, overall the Yogyakarta Class II A Penitentiary has fulfilled the rights of prisoners in accordance with applicable regulations and following the rules of the Health protocol.
