Abstract

In March 2020, Indonesia just started announcing the status of the Covid-19 pandemic. The government issued a policy regulated in PP no. 21 of 2020 concerning PSBB (Large-Scale Social Restrictions) with the aim of breaking the chain of the spread of Covid-19. According to the monitoring of the International Labor Organization, due to the full quarantine measures, it has affected nearly 2.7 billion workers who already represent about 81 percent of the world's workforce. PT. Paragon Technology and Innovation is a company engaged in the production of cosmetics. After the implementation of the Large-Scale Social Restriction policy, it resulted in a decrease in physical purchases and affected production, so that there was a cut in some company costs, namely the company did not recommend its office employees apply for overtime. Several divisions at PTI experienced an increase in workload during the pandemic and made their working time increase, but the wages they received were the same as divisions whose workload did not increase and their working hours remained fixed. This study aims to explain the working time arrangements at PT. Paragon Technology And Innovation during the pandemic and measuring regulations that are based on the principle of fairness in work relations. The type of research used is field research with a juridical-empirical approach. This research has descriptive analysis. Data collection techniques in this writing were obtained by means of interviews and literature study. Data analysis uses qualitative analysis methods and draws conclusions deductively. The results of the study show that: First, setting working hours during the Covid-19 pandemic at PT. Paragon Technology and Innovation has not changed much, working hours still follow the applicable law. However, there are several factors that make it difficult for workers to work during the pandemic, so it takes more time to complete them. Second, during the pandemic some workers feel less effective in doing their jobs, either because of changing working hours or because of the increased workload. , Even though there are some workers who work in other directorates who feel that the work time they receive is appropriate because the workload they get does not get heavier during the pandemic. Seeing that this difference is not in accordance with article 81 number 25 in Law Number 11 of 2020 concerning Job Creation which mentions the addition of articles between articles 88 and 89 in Law number 13 of 2003 concerning Manpower in article 88A in paragraph (2), Each worker is entitled to equal pay for work of equal value.
