Abstract

Housing growth is increasingly experiencing an upward trend in Jombang Regency as evidenced by the housing development that occurs in every corner of Jombang Regency. Housing development does not only occur in the city of Jombang, but also in villages in the Jombang district. In housing development, the developer does not only pay attention to the physicality of the house but also must pay attention to the provision of infrastructure, facilities and public utilities which become an integral and inseparable part of the housing itself. Bumi Mojoasri Housing is one of the housing located in Mojoagung District, Jombang Regency. In the implementation of housing, Bumi Mojoasri Housing becomes one of the housing estates that not only pays attention to the physical appearance of the housing but also pays attention to the provision of infrastructure, facilities and public utilities marked by the handover of infrastructure, facilities and public utilities assets to the Jombang Regency Government. However, to assess whether the infrastructure, facilities and public utilities provided is in accordance with existing regulations, it is necessary to analyze the provision of infrastructure, facilities and public utilities in Bumi Mojoasri Housing with Jombang Regency Regulation Number 4 of 2019 concerning Housing and Settlement Areas which are one of the legal mouthpieces of housing management is in Jombang Regency. This type of research was a field research with an juridical ampirical approach. The nature of this research was the nature of analytical descriptive research. Data collection techniques using interviews and literature review. The method of analysis in this research was inductive-deductive- qualitative. The results of this study indicate that the provision of infrastructure, facilities and public utilities in Bumi Mojoasri housing consists of green open spaces, roads, meeting buildings, mosque, security posts with one gate system, drainage in the form of sewers, public cemeteries, electricity networks, clean water networks and solid waste. Based on an analysis of the Jombang District Regulation No. 4 of 2019 concerning Housing and Settlement Areas, there are several infrastructure, facilities and public utilities that are not in accordance with existing regulations, including solid waste where there is no landfill in housing and drainage in the form of sewers that are closed with concrete and used for disposal of household waste and there are blockages in some places, and there are no gardens facilities.
