Abstract

Bank Indonesia as the central bank has a role to regulate the payment system regulator. In this digitalization era, Bank Indonesia continues to adapt and innovate to support the smooth running of economic activities, by formulating 5 visions of the 2025 payment system. As a form of realization, BI launched the Quick Response Indonesian Standard (QRIS) on 17 August 2019. QRIS will standardize QR Code payments. , so that all PJSPs can receive payments from various PJSPs licensed by QRIS. QRIS must be used by all PJSPs with a QR Code payment system starting from January 1, 2020, in accordance with the Regulation of Members of the Board of Governors Number 21/18 / PADG / 2019 along with the changes. QRIS as the only QR Code payment that is valid in Indonesia has several benefits to offer, but besides that QRIS also has mafsadat for consumers and merchants. For this reason, QRIS as a payment channel needs to be investigated further, about how it is implemented and how much benefit and mafsadat it generates, because considering that QRIS is mandatory for all PJSPs, both Conventional banks and Syari'ah banks. This study employs a type literature research method, using a normative juridical approach, while the data analysis method used is descriptive analysis by describing the object under study through the data collected as it is. The data was collected though identification of various data from BI, such as the official website, the official YouTube, and other official BI social media, bank and nonbank PJSP websites and platforms, as well as various other relevant scientific works. The results showed that QRIS is implemented with two payment modes, namely Merchant Presented Mode (MPM), and Customer Presented Mode (CPM). The maximum nominal transaction amount is IDR 5,000,000/transaction, as well as on us and off us schemes and fees borne by QRIS merchants, namely 0.7% regular merchants, and 0.6% special merchants, 0.4%, up to 0%, which is intended as wages received by PJSP as a simsar for transaction settlement services performed. The imposition of real service fees may be based on the Fatwa of DSN MUI Number: 116/DSN-MUI/IX/2017. QRIS in Imam Al-Gazali's analysis of maṣlaḥah is included in the benefit of ḥajiyᾱt who occupies the position of ḍarūriyāt. QRIS is able to realize the maintenance of five basic principles (almaṣᾱlῑh al-khamsah), namely ḥifẓ al-mᾱl, because the implementation of QRIS is able to reduce the crime rate of theft, fraud and prevent the circulation of counterfeit money. In addition, and helps increase merchant income with equal competitiveness, and helps realize a contactless payment system and digital financial economy for the growth of the State's financial inclusion. QRIS is also able to realize the maintenance of the soul (ḥifẓ an-nafs), especially in the current condition of Indonesia which is being attacked by the COVID-19 outbreak. QRIS can be one way to inhibit the transmission of COVID-19, because the QRIS payment system can create a hygienic payment method.
