Abstract

In writing this thesis, two problems are formulated, namely: 1) How is the system of holding simultaneous general election in Indonesia? 2) How is the effectiveness of the implementation of simultaneous general election in Indonesia? 3) How is the election of the head of state in al – mawardi‟s view These three questions were studied using two theories as an approach to analyzing them. The first one was to use David Easton's Political System theory and the second was the theory of 'aqd al - imamah al Mawardi. In answering the first question with respect to the 2019 election held on April 17, the aspects of legal footing, voters‟ behavior and simultaneous election system were analyzed. The writer used the second question to describe the effectiveness of simultaneous elections from the aspects of funding, timing, organization system and structure and the participation in simultaneous elections. This thesis is a qualitative research with a normative conceptual approach. In terms of research using literature studies and to strengthen existing data, the researcher has relied on data from books, journals, articles and other sources of literature. The results of this study are: the simultaneous election system is very positive and strengthens the presidential system in Indonesia, because in the simultaneous election process, the parties supporting the presidential candidate are not based on temporary (transactional) interests but on similarities in ideas and programs. Meanwhile, in terms of effectiveness, simultaneous elections have time effectiveness because they are carried out in one breath; from the aspect of funding in this election it was still less effective because of the additional ad-hoc team within the organizational structure system resulted in budget swelling compared to the previous election; while from the aspect of the organizers, there were problems due to the short time frame causing excessive workloads which resulted in many fatalities
