Abstract

This study aims to analyze the implementation of the social inclusion-based library service program implemented by the Regional Library Service of Pohuwato Regency in Pohuwato Regency, to identify what social social changes occurred in the Padengi Village and Tuweya Village communities after the existence of a social inclusion-based library service program, analyze the role of library service programs based on social inclusion of the Office of the Library and Archives of Pohuwato Regency in the social changes experienced by the people of Padengo Village and Tuweya Village, This research uses descriptive qualitative method using purposive sampling technique. Furthermore, data collection techniques using semi-structured interviews, observation, and documentation. Meanwhile, to test the validity of the data, it is done by triangulating sources, triangulating data collection techniques, and triangulating time. The results of this study indicate that: 1) The implementation of the library service program based on social inclusion by the Office of the Library and Archives of Pohuwato Regency does not escape the role of the actors involved in it. The actors through the accumulation of several owned capitals such as social capital, symbolic capital, economic capital, and cultural capital are considered sufficient in winning the battle in the realm of creating a literate society habitus or information literacy through the practice of library social inclusion programs. 2) The social changes that occurred in the community in Tuweya village and Padengo village after the existence of a social inclusion-based library service program had a great impact on the community in all fields. his program provides social change in the education, social and economic sector. The education sector is through increasing awareness of learning for children and also increasing public knowledge so that the quality of education begins to improve. The social sector is the increase in people's interest in reading and people's literacy skills. In the economic sector, increasing community productivity in entrepreneurship and also increasing people's income so as to improve the quality of the community's economy. 3) The library service program based social inclusion of the Library and Archives Office of Pohuwato Regency is interpreted positively by the community. The five processes described have succeeded in bringing about social change in Padengo and Tuweya villages. The social changes that occurred after the implementation of this program were improving the quality of education, increasing interest in reading, increasing productivity and the community's economy. In addition, it also changes the public's view of the library where with this library service program based on social inclusion where the library is not only a center for information sources but more than that as a place to transform itself as a socio-cultural center by empowering the community, in an effort to improve community welfare.
