Abstract

The spread of the Coronavirus Disease 2019 outbreak has led to restrictions on direct social interaction that are intensively applied everywhere, especially in places where there are interactions involving large numbers of people, including higher education institutions such as UIN Raden Fatah Palembang and its library. The role of the UIN Raden Fatah library is increasingly needed in providing digital-based information sources and encouraging users to use digital media to meet their information needs. This study aims to reveal user behavior in using new media, user responses to new media, and the meaning of using new media for UIN Raden Fatah users during the COVID-19 pandemic. This research is a type of qualitative research because it uses and produces descriptive data with the phenomenological approach of Alfred Schutz to reveal the meaning of the actions of the users. The data collection technique was carried out by means of interviews, observation, and documentation aimed at seven informants who were selected based on purposive sampling technique. The results of this study reveal that: 1) Electronic media such as leptops and smartphones or smart phones connected to the internet are a new form of media used by users. The information system used by users is in the form of electronic library applications and sites that contain authoritative electronic book and journal databases such as those from certain library institutions and universities. Users have information needs in the form of references that can support lecture activities such as assignments, course materials, and writing theses. There are two patterns of search strategies on user information behavior. The first pattern starts with starting, browsing, chaining, defferentiating, and ending features. Meanwhile, the second pattern, the search starts with starting, browsing, defferentianting, and ending. 2) The stimulus that comes from the environmental situation of users affected by the COVID-19 pandemic has succeeded in attracting attention, understanding, and being accepted by users to respond to new media as an intermediary to meet information needs. Compared to the stimulus that comes from the recommendation given by the library of UIN Raden Fatah to maximize the use of digital information sources provided by the library, the stimulus provided is not sufficient to influence the user so that it cannot change the attitude of the user in using digital media from the library. and 3) Some informants interpreted the use of new media during the COVID-19 pandemic as a mass media that could make it easier for visitors to access information without having to use printed library materials due to the availability of digital information sources offered through new media. Meanwhile, other informants interpreted the use of new media as mass media that was difficult to access and did not have sufficient quality of information that was good compared to conventional media
