Abstract

The village is a combination of the activities of a group of humans and their environment. The Village Fund is a fund sourced from the State Revenue and Expenditure Budget designated for Villages which is transferred through the Regency/City Regional Revenue and Expenditure Budget and is used to finance government administration, implementation of development, community development, and community empowerment. This study seeks to determine the effectiveness of the existing village fund policies in Paciran Village. Methodologically this research uses qualitative methods with the use of interviews, documentation as data collection techniques. The results of this study indicate that the effectiveness of the village fund policy in economic development and rural infrastructure in Paciran Village, where there are three stages, namely planning, implementation and accountability. Based on the results of this study, the planning stage can be seen from the musrenbang held by the Village Fund policy implementation team which is still not said to be low, due to the lack of transparency of information conveyed by the village government to the community. The stages of implementation based on the results of this study are still said to be ineffective, because the use of the Village Fund budget can be resolved properly but due to the lack of transparency of information submitted by the village government to the community, for the purposes of the Village Fund policy in Paciran Village it is still said to be less effective. At the last stage, namely the accountability stage in the Village Fund Policy process, it is still said to be less effective, where the preparation of the accountability report is still lacking in accountability from the village government considering that each responsibility still involves other people in the process. However, on the other hand, there are supporting factors and inhibiting factors in the effectiveness of the village fund policy in Paciran Village.
