Abstract

This study aims at evaluating the practice of Pioneering Preeminent Madrasah (PPM) in Madrasah Ibtidaiah (Islamic Elementary School=IES) in Special Region of Yogyakarta. It focuses on three issues, i.e. 1) the reasons behind the emergence of PPM, 2) the effectivity of PPM execution in IES, and 3) how successful the practice was. Three points backgrounded the study are: 1) Pioneering Pre-eminent Madrasah was first launched in 2021, and there has never been Pre-eminent Madrasah ever since, 2) there are PPMs with no follow-ups to migration to pre-eminent Madrasah, 3) some IES runs PPM program with no companions nor guidance to be pre-eminent. This evaluation research took team of PPM development, principal of madrasah, educators, education staffs, and madrasah societies subjects of research. Obtained by observation, in-depth interview, and documentation processes, the data were tested their validity by triangulation data technique – collecting data, reducing data, displaying data, and concluding. This research employs CIPP Sufflebeam evaluation model comprising four evaluation steps, i.e. context, input, process, and product that were integrated with Rogers Smith theory on effective school. The results show that the aspect of context at IES is quite good, designed with a big dream to improve IES quality. The PPM execution in the input aspect at IES is effective since the school possesses strong, good, adequate elements that meet the needs. While in the process aspect, the execution is quite effective as management functions (planning, organizing, actuating, and controlling) is run accordingly and its principal manages and organizes the school well. In the product aspect, the execution is quite effective. The program can improve the achievements, learning quality, quality culture of madrasah, management system of madrasah, and competitiveness of graduates. The outcome of PPM results in competitive alumni, raises trust, and increase the number of student enrollment. Madrasah is, conceptually, pre-eminent and effective when it meets the standard requirements, applies good management system, has the ability to optimize the functions of management in the system, has a capable leader who can run all elements in their institution, and gets trust from the society.
