Abstract

Domestic violence against child is a deviant act that still occurs in Indonesia. The family as the first party that should be obliged to educate, care for, and provide protection for children, has become the subject who directly or indirectly destroys the next generation itself by violent treatment of it. Based on permanent data from Bappeda (Regional Development agency) for the Special Region of Yogyakarta, Sleman Regency is the district with the highest cases of domestic violence in Yogyakarta. Therefore, this study would examine the forms, causes, and impacts of child domestic violence and how the protection efforts provided by child protection institutions to children as victims of domestic violence in Sleman Regency. This study is a field research. The approach used in this study was empirical juridical which focused on facts in the field according to the results of interviews and data on violence against children in the household at the PPA Unit of the Sleman Police office and UPTD PPA (Regional Technical Executive Unit for Women and Children Protection) of Sleman Regency, then linked to legal theories and applicable laws and regulations. The theory used to answer the problem formulation in this thesis was victimology theory, combined theory, and neutralization theory. The results of this study state that the forms of violence against children in the household in Sleman Regency are child neglect, psychological violence, and physical violence. The causes of violence are personality factors, communication factors, and economic factors. Meanwhile, the impact of violence on children is divided into three, namely physical impact, psychological impact, and social impact. Legal protection efforts provided by the PPA Unit of the Sleman Police office are collaborating with the Forum for the Handling of Victims of Violence (FPKK) in Sleman Regency and conducting investigations. Meanwhile, the protection efforts provided by UPTD PPA (Regional Technical Executive Unit for Women and Children Protection) include outreach to victims, temporary shelter in safe houses, and providing assistance according to the needs of children as victims. The assistance is in the form of legal assistance, health assistance, and psychological assistance.
