Abstract

This dissertation aims at explaining the masculinity construction and power relation aspects which appear in the sexuality discourse in the Thematic al-Qur’an Interpretation and Ilmi Interpretation of the Ministry of Religion of the Republic of Indonesia. This qualitative study is a library research with gender approach. An analytical descriptive method that analytically describes the interpretation process by the Ministry of Religion focusing on Thematic al-Qur’an Interpretation and Ilmi Interpretation concerning sexuality discourse is carried out. Two theories are applied. First, a theory of hegemonic masculinity is used to explain the masculinity construction in a sexuality discourse in the Thematic Interpretation and Ilmi Interpretation. Second, theory of powerknowledge relation is used to serve as a tool to explain the form of power that appears in the construction and discourse of the interpretation. Primary data were obtained from library data, supported by interviews with people who involved in the interpretation process. Secondary data were taken from earlier studies with regard to the Ministry of religion and some relevant textbooks and articles. A significant novelty finding is the development of hegemonic masculinity theory called mild patriarchic masculinity. This masculinity is a patriarchic masculinity model that represents a hierarchicalpatriarchic masculinity hegemony in a dominant discourse in the Thematic Interpretation and Ilmi Interpretation of the Ministry of Religion, yet, in some issues, the model represents masculinityfemininity equality. Mild patriarchic masculinity model is a representation of hegemonic masculinity model that comprises active patriarchal masculinity, passive patriarchal masculinity, and equal masculinity. Active patriarchal masculinity occurs when hegemonic masculinity’s representation predominates the interpretation over femininity discourse. Passive patriarchal masculinity, on the other hand, in spite of female inferiority emphasis, elaborates the high and low of femininity with none or very few of masculinity aspects. Equal xv masculinity presents the two aspects equally in the interpretation despite the patriarchal masculinity perspective’s predominance. From the power relation perspective, it is discovered that the interpretation process and interpret team of Thematic al-Qur’an Interpretation and Ilmi Interpretation of the Ministry of Religion were dominated by masculine regime that brings the so-called the regime of truth, namely, among others, masculinity hegemony, Sunni orthodox, and heteronormative regime. Power relation that works in the team was masculine-domination power that eliminates female interpreters who have gender perspectives. The interpreter team member network owned six main affiliation networks: Jakarta al-Qur’an Science College, Jakarta Institute of al-Qur’an Science, the Jakarta Center for al-Qur’an Study and University of al-Azhar alumni network, Indonesian Institute of Science, and State Islamic University. Those gender regime power and intellectual networks work in the interpretation discourse to perpetuate certain ideology orthodoxies, from Sunni orthodoxy (on marital aspect), hegemonic masculinity orthodoxy, the government’s program affirmation and heteronormative orthodoxy.
