Abstract

Printed in the National Mid-term Development Plan of 2020- 2024, Religious Moderation Policy legitimately became a public policy since then. The plan was a five-year plan and a nation development guideline. A leading sector of nationwide religious moderation, the Ministry of Religion is responsible for interpreting – from narrating, interpreting to applying the moderation values in every unit – the policy in its environment. Having an important role to guard and actualize the moderation within their environment, Islamic Religious Colleges own an authority and freedom to do so. This qualitative study carried field research out in three Islamic Religious Colleges, namely UIN Walisongo of Semarang, IAIN Surakarta and IAIN Kudus. Data were collected through interview, observation, and documentation; validated using data triangulation; and analyzed with Milesdan Huberman interactive model by collection, reduction, display, and verification. The study aims at revealing and discovering if there is a negotiation in the religious moderation policy in Islamic Religious Colleges; it also tries to grab the pattern of internalizing model of the moderation values in Islamic Religious Colleges. The results show that the religious moderation policy gives wide-open opportunities of internalizing religious moderation or libertarian paternalism model where the object is given opportunities to go beyond the laws and regulations and act according to the situation the colleges face, or is trying to influence those who are affected so they take better choices without making them do something nor keeping them from doing it. Whereas in the internalizing religious moderation values dimension, Islamic Religious Colleges design the college three-dharmas from teaching, research and dedicate to community using religious values or principles.
