Abstract

This thesis attempts to identify the reasons behind the implementation of collaborative governance in improving literacy competence of rural communities in Gunungkidul, the collaborative governance model administered by the Library and Archives Service (DPK) of Gunungkidul Regency, the factors supporting and hindering the collaborative governance process, and to investigate the impact of collaborative governance in improving literacy competence of rural communities on poverty alleviation in Gunungkidul. This study takes the form of descriptive qualitative method with purposive sampling technique. Then, the data collection techniques used are observation, structured interviews, and documentation. The data analysis employs several steps of data reduction, data display, and conclusion drawing and verification. The data validity test examines the credibility by means of triangulation. The results showed that: (1) There are three factors behind the implementation of collaborative governance by DPK of Gunungkidul Regency in improving literacy competence of rural communities in Gunungkidul, namely the lack of human resources, the lack of budget, and policy regulations. (2) The strategies to improve information literacy competence of rural communities in Gunungkidul carried out by DPK of Gunungkidul Regency were by multiplying collections conforming to the community needs, building reading corners, providing mobile library services, making the library a center for community activities, arranging competitions related to libraries, establishing cooperation with various parties, and conducting the establishment, development, and assistance of village libraries. (3) The collaborative governance model implemented by DPK of Gunungkidul Regency in improving information literacy competence of rural communities in Gunungkidul is divided into four stages, namely starting conditions, institutional design, facilitative leadership, and collaboration processes. (4) The factors supporting the collaborative governance process in improving information literacy competence of rural communities in Gunungkidul are commitment from the stakeholderss, information sharing, and private funding assistance. Meanwhile, the factors hindering the collaborative governance process in improving information literacy competence of rural communities in Gunungkidul are the lack of support from the village government and the lack of commitment from the village library management.
