Abstract

This study aims to describe the implementation of policies to protect women from acts of violence in Mataram City, West Nusa Tenggara Province. The focus of this research is related to how the implementation of the policy of protecting women from violence and what are the obstacles to implementing the policy in implementing the policy of protecting women from violence, then how is the community's response to the implementation of the policy on the regulation of women's protection from violence. As we all know that each region certainly has its own legal regulations, as well as the local government of Mataram City which also has its own regulations regarding the protection of women from acts of violence. Where in this case the government appoints relevant institutions or agencies that have duties and functions in carrying out the protection of women from violence, namely the NTB Province DP3AP2KB as the leading sector (the main policy implementer) and coordinates with the Integrated Service Center consisting of elements: Social Service, Department of Education, Department of Health, Police, Lawyers, NGOs, and so on. This type of research is qualitative-descriptive research, to obtain data in this study the researchers also used the methods of observation, interviews and documentation. The subjects were the UPTD for PPA DP3AP2KB NTB Province, women victims of violence, and the people in Mataram City. The results of this study indicate that in implementing the policy of protecting women from violence, DP3AP2KB as the main policy implementer that carries out protection consisting of prevention and treatment efforts. Prevention is carried out through: socialization, counseling, campaigns to stop anti-violence against women and also training members on their duties and functions in protecting women from acts of violence. Meanwhile, for the handling or assistance provided and carried out, among others: Complaint services, medical services, psychosocial services, legal aid services and empowerment. In implementing the policy on the protection of women from violence, the UPTD PPA DP3AP2KB NTB Province encountered several obstacles in implementing the Regional Regulation of the City of Mataram Number 4 of 2012 concerning the Implementation of the Protection of Women and Children from Violence, including: 1) Limited human resources 2 ) Limited budget or funds 3) Uneven socialization 4) Inadequate secretariat and facilities 5) SOPs that do not encourage the commitment of policy implementing members to protect women from acts of violence 6) Lack of community participation and participation in providing information.
