Abstract

Aceh realizes the Islamic Shari'a, written in the Aceh government law (Qanun), to be enforced throughout the Aceh province without exception. Regarding this, the research target is in one of the cities in Aceh province, namely Lhokseumawe City, WHich is one of the cities that is very dominant in the occurrence of irregularities regarding regional laws such as WHich have been regulated in writing, from the survey results, the city of Lhokseumawe was the first ranked city. the most cases of free sex in the province of Aceh were followed by topics of other violations such as gambling, seclusion, adultery and so on, this is interesting to study more deeply to get answers that can provide insight to the community, WHy such things can happen in a city not far from the first spread of Islam in Indonesia (Samudera Pasai). Even though there are parties WHo are authorized to supervise Islamic law. This research is oriented towards qualitative research with descriptive methods. The research aims to describe or describe how the communication conditions that have been built so far in Lhokseumwe City by the institution Wilayatul Al-Hisbah both in terms of socialization and enforcement of Qanuns. The data collection technique uses observation, interviews, and documentation of the method after the data is collected, using the theory of Miles & Huberman. The results in this study indicate that the First communication used in socialization is still very lacking so that Qanun education to the public is not conveyed properly. The enforcement that has been carried out still needs to be evaluated because, for example, raids are carried out once a year WHich is still very ineffective in enforcing the Qanun, WHipping is still seen as something that has not been feared by the community, and there have been interventions regarding its enforcement, WHile patrols have been carried out well in the past. Certain nights. Second, several techniques without being realized by the wilayatul hisbah institution have been used in its supervision, the implementation has not been maximized and there are no additions or evaluations to maximize the techniques that have been used previously. The three supporting factors in the socialization at a certain time are assisted by the Sapol PP, TNI, Police, and Teungku. Constraints affected by the budget, SASPRAS, and minimal personnel. Supporting factors in the enforcement of the media that preach, assistance from Islamic organizations, WHile the obstacles in the enforcement process are nepotism, collusion from certain parties, and still people WHo are reluctant to provide information. Fourth, the legal suitability given to the perpetrators of irregularities is appropriate or inappropriate because there are several considerations from the government. As for the form of sanctions, there are still castes that do not benefit low-income people.
