Abstract

Some claim that the practice of sharia businesses, one of which is sharia banking, has shifted from sharia’s fundamental characteristics – prioritizing maqashid sharia principles. Sharia banking’s activities nowadays are said to have duplicated conventional ones and simply given them different terms and administrative formats. Its connection with real sectors and the implementation of fair principles of profit and loss sharing have not been perfectly applied. Some Muslim intellectuals strongly criticize and demand a reconstruction comprehensively. Business and financial sector interests, some people claim, at the moment, are in sharia banking’s favor. Whereas according to the founding philosophy, the banks should not merely be business and profit oriented and leave social and inclusive financial sectors aside. This practice makes sharia banks’ products less popular among citizens, in particular those in micro, small, and medium businesses (MSMB), for the banks have little concern to social and inclusive financial functions including the development of MSMB. The condition tickles the researcher’s academic unrest to investigate the root of the problems. This qualitative research takes Critical Realtime Positivism approach by combining two theories: Sharia Enterprise Theory and Stakeholder Theory. The study concludes that actually the philosophical foundation formula of sharia banking in Surakarta coincides with the efforts to develop micro, small, and medium businesses (MSMB) of Surakarta. It is expected that those philosophical values are virtually printed in the Deed of Incorporation and the Articles of Association and Bylaws for the sharia bank establishment from which the bank’s vision, mission, Bank Development Master Plan, Strategic Plan, and Operational Plan are derived. And the strategy to optimize sharia banks in Surakarta concerning MSMB development during covid-19 pandemic is carried out in several ways. First, empowering and upgrading IT; Bank Mega Sharia, BNI Sharia, and BRI Sharia. Second, providing extra time for loan payment in accordance with the Regulations from Finance Service Authority No. 11/POJK.03/2020 of the national economic stimulus as a counter cyclical of covid-19 impact. Third, determining the quality of assets during the pandemic as set in the Finance Services Authority’s regulations. Fourth, restructuring the contract of sharia outlay. Fifth, providing fresh funds to stimulate MSMB to strive, even to grow. The new applicable strategy for sharia banks in Surakarta is to put sharia objectives (maqashid syariah) forward by conserving the security and ensuring the sustainability of sharia bank, the loan provider, also maintaining MSMB, the economic real sector spearhead. According to theory of stakeholder, sharia banking ought to maintain its good relationship with both internal and external stakeholders. Therefore, the strategy applied must go smoothly with the philosophical foundation and vision optimizing sharia banking strategy’s effort to MSMB development. It is said in the Sharia Enterprise Theory (SET) that the concept of enterprise theory admits that the management is not responsible to the owner only, but also to a wider range of stakeholders, including Allah, the highest stakeholder. The researcher, after studying the field scientific facts, suggests a new applicable strategy for sharia banks which is to put sharia objectives (maqashid syariah) forward by conserving the security and ensuring the sustainability of sharia bank, the loan provider, also maintaining MSMB, the economic real sector spearhead, among others are as follow. First, providing knowledge of product technology and quality. Second, optimizing the bank’s social functions (tabaru’) in the form of a house of wealth (baitul mall) that assists the people channel their zakat, charity and other social funds with which MSMB in need is supported. Sharia bank is not merely a loan provider. The technical strategy sharia banking can do to help MSMB develop during covid-19 pandemic is to increase the number of cooperation contracts (syirkah) in the form of mudhorobah, musyarakah etc. this will empower MSMB and, at the same time, lighten their monthly instalments. So far, the researcher notices sharia banks provide more murabahah and other ijarah contracts. Third, optimizing guiding role local government of Surakarta carries out. Data show that there are 41.512 micro businesses, 2.197 small businesses and 95 medium businesses. The irony is that only 2.978 have been under guidance of the local government of Surakarta, while the rest, 40.826 MSMBs, is still untouched.
