Abstract

The holding of elections in Indonesia since the first national elections in 1955 until the 2004 elections has marked an important stage in the history of democracy in this country, there have been ups and downs in the involvement of citizens in the implementation of elections. Central Lampung Regency is one of the regions holding the 2019 general election, where within one day of general elections in Indonesia, five elections are held simultaneously, namely the election of the President-Vice President, and legislator. Behind the successful implementation of elections in each region, there are various efforts made by the election implementing agencies which of course in their implementation do not come out of the applicable regulations, in other words, on the track. There are obstacles that occur in the implementation of the 2019 elections in Central Lampung Regency such as the geographical conditions of some areas that are difficult to reach, indigenous people who are less willing to accept change and do not participate in elections, and money politics practices that are not easily lost in society. This thesis is a field research research, which is a research that is carried out systematically by raising the existing data in the field. The approach used is a juridical-empirical approach. Collecting data by direct observation and interviews with the parties concerned. This study aims to provide an overview of the analysis of the concept of good governance in the implementation of the 2019 elections in Central Lampung Regency and reviewed using the siyasah syar'iyyah perspective. The results of the study show that the 2019 elections in Central Lampung Regency in general are in accordance with the principles of good governance, but need to be emphasized again from the aspect of openness and public services. In addition, the implementation of the 2019 elections in Central Lampung Regency is in accordance with the siyasah syar'iyyah principles, namely mandate, justice, obedience, and deliberation. But it has not reached the ideal mandate principle
