Abstract

The New Order government had published some religious education policies. Among the most monumental policies are the Joint Decree of the Three Ministers issued by the government in 1975 through the Minister of Education and Culture, Minister of Religious Affairs, and Minister of the Home Affairs. The Joint Decree of the Three Ministers is about improving the quality of education in madrasah, which essentially gives equal position of madrasah education to school education from elementary to intermediate level. The Joint Decree was followed up by publishing the 1976 curriculum which mandated that the madrasah curriculum consisted of 30% religious subjects and 70% of the general subjects. However, as stated by Bahrul Ulum Munir, many madrasas did not follow the 1976 curriculum because they want to maintain the status of Madrasah as an educational institution that teaches Islamic religion as the main teaching. Munir‟s statement makes the author anxious academically because government education policies are public policies that bind all parties, including madrasas. Therefore, the author is encouraged to do a research on the implications of the New Order government education policy on Madrasah Mu'allimin Muhammadiyah Yogyakarta with the consideration that Madrasah Mu'allimin is a private Madrasah that has been one century old and its operation is conducted under the auspices of PP Muhammadiyah. In addition, Madrasah Mu'allimin has become a School of Muhammadiyah Cadre which certainly has special curriculum compared to other madrasas in general. The purpose of this research is to uncover implications of the New Order government education policy, especially the 1975 Joint Decree of the Three Ministers, on the dynamics of the education system which took place at Madrasah Mu'allimin Muhammadiyah Yogyakarta. In order to achieve these objectives, the author uses historical approach and method to reconstruct events that occurred in the past behind the issuance of government policies regarding religious education and the events occurred aftermath. The data for this study is gathered from documents directly or indirectly related to the research theme coupled with the data resulted of interviews with historical actors and/or historical witnesses. Data analysis is conducted in a descriptive-analytic manner with a comparative-diacronic model considering that the data is qualitative in nature. Such data analysis is carried out in the framework of Functional Structural Theory of Talcott Parsons and the Challenge and Response Theory of Arnold Toynbee. The results of this research conclude that the New Order government had published several religious education policies that demanded Islamic education institutions to respond to them. Madrasah Mu'allimin as one of the Islamic educational institutions showed a positive and accommodative response by adopting the curriculum of Madrasah 1976, although somewhat late. The implications of implementing the Government policy are the dynamics/change of education system, especially in the institutional and curriculum aspects of Madrasah Mu'allimin. In institutional aspect, Madrasah Mu'allimin divides the education level, which was originally integrated 6 years level of secondary education, into the level of Madrasah Tsanawiyah (3 years) and Madrasah Aliyah (3 years) in accordance with the rules of the government. Then, in the curriculum aspect, Madrasah Muallimin adopted the government curriculum and added it with Mu‟allimin's internal curriculum so that it became a new curriculum called the Gaya Baru (new style) curriculum. In this new style curriculum the number of subjects and lesson hours is more than ever. In the next phase the Gaya Baru curriculum was redesigned to be the Crossing Curriculum. In addition, Madrasah Mu'allimin has a significant contribution to educate Indonesian people through its educational programs. The contributions are distributed to its alumni who are actively involved in running the Muhammadiyah organization, preaching in the community, and making reformation of Islamic education in Indonesia through schools and madrasas they founded.
