Abstract

Problems in the family are very diverse, from small problems to big problems, from quarrels to divorce cases. The marriage guidance program is here to be a solution to the rise of divorce conflicts. Therefore, the Ministry of Religion through Kepdirjen Guidance Islam Number 379 of 2018 instructs that every prospective bride and groom who will carry out a marriage must first participate in a marriage guidance program as a step in realizing a sakinah, mawaddah, and rahmah family. Seeing the implementation of the marriage guidance program at the KUA Kayen District with two different models, researchers are interested in studying "Legal Culture and Infrastructure in the Marriage Guidance Program at the KUA Kayen District, Pati Regency", which then presents the following main problems: 1) How is culture and legal infrastructure in the marriage guidance program at the KUA, Kayen District, Pati Regency?. This research is a field research with a qualitative type and uses an empirical juridical approach. Data collection techniques in this study through observation, interviews, and documentation. This research is sourced from primary and secondary data. Furthermore, the data is described, described, and analyzed descriptively analytically. The results of this study contain several conclusions, 1) There is already a rule of law, but public obedience to the law is still minimal, resulting in the legal culture in the Kayen District area is still considered lacking. The lack of legal culture in Kayen District is caused by the lack of massiveness of the KUA and community leaders to socialize the rules regarding marriage guidance so that they are truly obeyed and realized. And consider that this marriage guidance is a very important thing, not just an obligation but also a necessity. 2) Without certain infrastructure or facilities, it is impossible for law enforcement to take place smoothly. These facilities include, among others, educated and skilled human resources (HR/KUA Personnel), good organization (KUA), adequate equipment (a place for marriage guidance and other facilities), sufficient finances, and so on.
