Abstract

All kinds of ways can be done to grow the community's economy, one of which is the role of the government as a policy maker. People expect a helping hand from the government to improve the economy so that economic growth will progress. One of them is the Semarang Regency Handicraft UMKM which has problems in the marketing field. Whereas an MSME will be difficult to develop if the business actors do not know how to market a product effectively. For that people expect a helping hand from the government to improve the economy. This study uses a type of field research, namely research conducted by collecting data through field observations and interviews. The nature of this research is descriptive analysis. while the approach taken is juridical-empirical. Sources of data used in the form of primary data sources derived from interviews with the general chairman and chairman of the craft cluster of the UMKM center organization and direct observations to members of the craft cluster UMKM. While secondary data sources come from books, journals, previous research and data related to this research. This study examines the role of the Regional Government, namely the Department of Cooperatives, Micro Enterprises, Industry, and Trade of Semarang Regency in improving the community's economy through MSME Crafts in the perspective of maslahah mursalah. The results of this study indicate that the policy taken by the Department of Cooperatives, Micro Enterprises, Industry, and Trade of Semarang Regency to improve the community's economy through Handicraft SMEs in its realization is in line with the maslahah mursalah, where in this policy the UMKM Center organization is formed whose aim is to have a forum for MSMEs become more prosperous and move towards a better direction by holding various kinds of training and workshops according to what they want; renting out and providing venues for various events and exhibitions; cooperate with tourist attractions, hotels, and rest areas to promote, sell, which will have an impact on improving their economy and benefiting the MSME community, especially in the craft cluster.
