Abstract

Children who are victims of sexual violence really need guidance to treat and neutralize the effects they get. The agency that has the authority to handle such cases is the Social Service. The role of the Social Service is very helpful for children, especially protecting children from violence and inhumane treatment from adults and the most important thing is helping children to obtain and restore their rights. This is contained in the Regulation of the Governor of the Special Region of Yogyakarta Number 92 of 2021 concerning the Position, Organizational Structure, Duties, Functions, and Work Procedures of the Social Service. The focus of the problem in this study is how to protect children as victims of sexual violence in the Yogyakarta Social Service and what are the obstacles experienced by officers in the process of protecting children as victims of sexual violence.The type of research in this study is Field Research, which is to conduct observations and interviews directly at the Yogyakarta Social Service. The type of approach used is the method of juridical-empirical approach. The method of analysis used is descriptive-analytical. Meanwhile, the data collection method uses observation, interview, and documentation methods. The type of research in this research is field research, namely conducting direct observations and interviews at the Yogyakarta Social Service. The type of approach used is the juridical-empirical approach. The analytical method used is descriptive-analytic. While the method of data collection using the method of observation, interviews, and documentation. The theoretical framework used is the theory of victimology, and the theory protection of the best interests of children.. The results of this study indicate that the form of protection provided by the Yogyakarta Social Service in implementing the law is to conduct case conferences and assessments in the rehabilitation and child care center. The obstacles experienced by the Yogyakarta Social Service are the press still covering the assessment process, the lack of maximum communication involving various professions in the process of administering the law and the lack of public/parental understanding about sexual violence against children. Efforts made by officers are to continue to maximize the form of services both offline or online and continue to disseminate information and counseling to villages in order to remain on the principle of the best interests of children.
