Abstract

Bantul Regency is one of the mineral mining places, especially sand and stone that utilizes natural resources, especially on the banks of the Progo and Opak rivers. After the 2010 Merapi eruption, sand mining on the banks of the Progo River was carried out massively with the presence of modern miners carried out by individuals or groups. The presence of suction machine miners who participate in mining the sand of the Progo River cannot be separated from government policy. After the eruption of Mount Merapi in 2010, the Central River Agency and the Yogyakarta Special Regional Government issued a policy of normalizing rivers in the Special Region of Yogyakarta which originate at Merapi for disaster mitigation. The river normalization policy that lacks supervision has actually become a gap for mining companies and groups of miners with large capital to participate in sand mining. The impact that then occurred due to the river normalization policy was the emergence of modern miners with suction machines and heavy equipment that were carried out illegally. This research is qualitative research. Data were collected from oral sources and written sources. Oral sources include interviews with the Bantul Resort Police, the Department of Public Works, Housing and Energy, Mineral Resources and Miners. While the written sources are through books related to the discussion of the thesis. The results of this study indicate that Law Enforcement Against Sand and Stone Commodity Mining in Bantul Regency is in accordance with Law Number 3 of 2020 concerning Mineral and Coal Mining. Law enforcement carried out by the Bantul police on the case of mining for sand and stone commodities is to create an integrated team to carry out coaching and controlling actions. The police also carry out regular patrols and raids on illegal mining activities for mining activities for sand and stone commodities without a permit. As well as conducting socialization to increase public awareness of the law. There are still unlicensed mining activities for sand and stone commodities due to (1). Lack of firmness of law enforcement in taking action against mining actors without a permit (2). Economic Factors; (3). Complex permit process; (4). Lack of legal awareness of the community.
