Abstract

hild marriage is carried out when the age is less than the provisions stipulated in the law. Rules regarding Marriage are enacted in Law No. 16 of 2019 as an Amendment to Law No. 1 of 1974 concerning Marriage, namely, the minimum age limit for Marriage is 19 years for men and 19 years for women. The existence of this law intends so that husband and wife who have carried out marriages have matured in mind and body. It is to create prosperity in the household. Marriages done at an early age tend to divorce. This condition is due to the lack of mental readiness of underage couples. With the high prevalence of underage marriages, BP4 then came into existence, one of them as an authorized institution as an advisor, builder, and marriage preservation tasked with preventing child marriages. Banguntapan District in 2020 experienced a high number of underage marriages. The high number of underage marriages is a challenge for BP4 Banguntapan District in its efforts to prevent underage marriages. This type of research is field research with a normative juridical approach. While the analytical method used is descriptive-analytical. In the data collection method, the researcher used the method of interview, observation, and documentation. The results of this study are BP4 Banguntapan District in carrying out its role is excellent and following AD/ART BP4. BP4 Banguntapan District plays an active role as a mediator and extension agent in the community environment. The efforts made by BP4 Banguntapan District in carrying out its part to prevent the Marriage of minors, in particular, do not have any rules in the Koran or hadith. However, the efforts made by BP4 Banguntapan District need to realize family goals in accordance with the verses in the Qur'an. While in the Act, the duties of BP4 have regulated in AD/ART BP4, but in carrying out their duties to prevent underage marriages, BP4 Banguntapan District is less than optimal because there are main obstacles, namely limited supporting funds from the government.
