Abstract

The thesis entitled "Efektivitas Undang-Undang Nomor 25 Tahun 2009 tentang Pelayanan Publik dalam Perspektif Siyāsah Idāriyah (Studi Kasus Pelayanan Pembuatan KTP-Elektronik di Kantor Dinas Kependudukan dan Pencatatan Sipil Kabupaten Bantul)" is the result of field research that aims to answer questions about: 1) How is the effectiveness of the electronic ID card making service in terms of the implementation of Law Number 25 of 2009 concerning Public Services. 2) What is Siyāsah Idāriyah's view on the service policy for making Electronic-KTP at the Department of Population and Civil Registration of Bantul Regency. This type of research is field research, using a qualitative descriptive approach. The research data was collected through interview, observation and documentation techniques obtained relating to the public service system by the Department of Population and Civil Registration of Bantul Regency. The data were then analyzed using descriptive techniques by making a systematic and factual description of the research focus. The results of the study show that the implementation of making the EL-KTP in the Disdukcapil Bantul in 2022 cannot be said to be fully effective when viewed from the implementation of Law No. 25 of 2009 concerning Public Services. There are several factors that affect the effectiveness of the law on the implementation of making an EL-KTP in the Disdukcapil Bantul, namely, law enforcement factors that are lacking in terms of professionalism, there are still employees who lack discipline and do not pay attention to working hours when serving the community. In terms of timeliness, to complete the making of an EL-KTP sometimes it is not in accordance with the SOP (Standard Service Procedure). And the Bantul Disdukcapil Party does not carry out the principles of openness and related accountability, does not give any reason to the public regarding the length of time the process of making the EL-KTP is not in accordance with the SOP (Standard Service Procedure). Factors of supporting facilities or facilities: It was found that there was a lack of facilities provided by the Bantul Disdukcapil related to the addition of loudspeakers. Community factors: factors of differences in educational background and age affect the openness of society to a change in technological progress. If viewed from the perspective of Siyāsah Idāriyah, the implementation of public services at the Disdukcapil Bantul has been running in accordance with the principles of equality and justice in Islam, as evidenced by the existence of special treatment for people with disabilities. However, it has not been carried out in accordance with the principle of convenience, there are some people who feel that they are difficult in the process of making an EL-KTP with convoluted rules.
