Abstract

Improving the people's economy and increasing productivity is one of the goals of establishing a financial institution. In connection with this objective, the government has made various programs at financial institutions such as the one at PT Permodalan Nasional Madani, Sumberlawang Branch, Sragen, which has Mekaar financing which is specifically provided for disabled women. The program was born due to the problem of poverty which the government felt could not be completely resolved. Thus, as an effort by the government to eradicate poverty in the community and to improve family welfare. The determination of the provision of financing in the Mekaar program is also different for each business as well as for disabled women who want to start a business. However, in practice there is a percentage of interest used in providing Mekaar financing. In addition, customers misuse these loans not for business capital but for consumptive needs. Based on this, the authors are interested in studying how the practice of providing financing for the National Civil Capital Mekaar in Sumberlawang, Sragen, and how the Islamic review of the practice of providing financing for the Mekaar Permodalan Madani in Sumberlawang, Sragen. This type of research is a descriptive qualitative field research. The approach used is socio-economic with data collection techniques using direct observation and interviews. In this study, the informants or respondents were members of women entrepreneurs at PNM Sumberlawang Branch, Sragen. The data that has been collected is then analyzed using the theory of financing and theory of empowerment. The results show that through financing the government's Mekaar program, it can improve the community's economy through the role of women and can realize social welfare in a better family. In addition, the level of quality and capability of human resources, family income, concern for welfare, independent production and consumption has also increased. In practice, this Mekaar financing uses a capital financing system, in Islamic law this system is known as a qard contract. However, there is an interest scheme that has been set by PNM Mekaar, but none of the customers objected. The determination of financing is also different due to the absence of collateral in the financing. In addition, Mekaar's financing uses a joint responsibility system to pay off customer loans. The view of Islamic law in the practice of providing financing for Mekaar Permodalan Nasional Madani in Sumberlawang Sragen is permissible, because the interest set by PNM Mekaar is interest from productive loans, not consumptive loans. Riba according to the majority of scholars is if it is used for consumer loans and the rate is too high. Therefore, productive loans made by Mekaar are currently not included in usury which is forbidden. The empowerment achieved in the program can be said to achieve benefit for the people and eliminate the harm caused. This is because, in practice, Mekaar Permodalan Nasional, Madani Sumberlawang, Sragen, is allowed to apply for loans many times if all the debts have been repaid. So that it does not cause customers to be in debt and lead to other bad impacts.
