Abstract

University libraries under State Islamic Higher Education (PTKIN) are an integral part of tridarma (3 missions) of higher education. These university libraries should be run (managed) by librarians with high competency level in order to enable the academicians play their roles in the fields of education, research, and community service. The Program of Library and Information Science under PTKIN has tried to provide its students with qualifications (competencies) needed to work in PTKIN libraries and to meet the national and international competency standards. Unfortunately, a competency standard for librarians to work at PTKIN libraries has not been made. This research evaluates the compatibility between the competencies declared (offered) in the curriculum of Program of Library and Information Science under PTKIN and the national and international competency standards, analyzes and maps out the competencies needed in the PTKIN library, and will also provide alternative learning strategies to achieve the desired competencies. This research is a qualitative research with a phenomenological approach and uses the data analysis model of Classic Competency Study Design and the integration learning model of Drake and Reid. As many as 24 PTKIN librarians and 11 curriculum designers were interviewed in this research. The research data are validated by consulting with the experts and the research results on competence. The research result shows that the competencies offered by the Program of Library and Information Science are in accordance with IFLA and KKNI standards, and that the competencies needed to work in PTKIN libraries include: (1) LIS Discipline Professional Competencies, which are competencies on the basis of learning content, and consist of competencies in the fields of knowledge resource management, research for professional contribution, interactive learning through good management, and Islamic studies and local culture; (2) LIS Professional Development Tools, which are competencies functioning as tools, and consist of competencies in the field of information technology, languages and research tools; and (3) Generic Personal Competencies, which are competencies of personality, and consist of interpersonal skills, communication skills, and teaching-learning skills. The three types of competencies cannot be taught separately, as has been the case with the educational practice of Program of Library and Information Science under PTKIN, but must taught integratedly with one another. This research recommends that integrating the learning processes (activities) through integrated learning system and fusion learning system should be done.
