Abstract

geographical location of the Sapeken Islands creates a multidimensional problem in this archipelago. Isolation, underdevelopment, limited infrastructure are obstacles to aspects of development in the Sapeken Islands, especially in aspects of human development. The geographical location which is far from big cities is accompanied by limited access to transportation, the minimum level of education and existing educational institutions, to the point that the uneven availability of electricity that goes to the existing cluster of islands, is a problem in the Sapeken archipelago. Development communication from a religious perspective is trusted and positioned as one of the strengths to encourage community development carried out by the Yayasan Amanah Peduli Kepulauan (APIK). Development da'wah as a concept of development communication from a religious perspective is expected to be able to unravel problems and cause change and development among the people of the Sapeken Islands. The purpose of this research is to see how the communication of development from a religious perspective with the concept of development preaching is carried out by the Yayasan Amanah Peduli Kepulauan (APIK) to build communities in the Sapeken Islands. This research is a qualitative descriptive study, data collection was carried out by interviews and from documentation data. The validity test of the data is technical triangulation and source triangulation and is analyzed continuously by means of data reduction, data display, data verification. The results of this study indicate that the Yayasan Amanah Peduli Kepulauan in formulating community potential goes through three stages: problem analysis, potential research, and understanding the obstacles in exploring existing potential. In addition, development communication planning from a religious perspective exists with various existing dynamics. The stages carried out in the planning flow have their own obstacles in their implementation. And this research also reveals the implementation of development da'wah which includes the dimensions of risalah and the dimension of rahmatan which are applied in the programs implemented by the Yayasan Amanah Peduli Kepulauan. In the suggestion section, it is hoped that there will be development and improvement in the planning and implementation of development preaching carried out by the Yayasan Amanah Peduli Kepulauan.
