Abstract

Dukuhwaluh Village is located in Kembaran District, Banyumas Regency. The implementation of Dukuhwaluh village government has become an obligation in managing its own area because there is a decentralized system. In a decentralized system to regulate its own governmental affairs must be in accordance with laws and regulations. Village fund management is quite important for the progress of the village, especially in the field of village development. Village funds are managed independently which are received by the central government which are then passed on to local governments. The practice of managing Dukuhwaluh village funds in terms of infrastructure development is important to make the implementation of the government said to be a form of good governance. The concept of good governance itself must be the basis for the implementation of the Dukuhwaluh village government to manage village funds as a form of responsibility to the community in order to make the village more prosperous and improve the quality of living standards of the community. This type of research is field research with an empirical juridical approach. The data analysis method used is descriptive analytics to describe the results of data research. In the data collection method, the compiler uses observation, interview, and documentation methods as an additional form of data to add analysis material. The theories used to analyze problems are the theory of efrctivity and the theory of good governance. The results showed that the effectiveness of village fund management from the perspective of good governance in Dukuhwaluh village was not running optimally and effectively. The results of the study concluded that the effectiveness of village fund management for infrastructure development there are several problems in terms of development planning stages, stages of development implementation, and stages of development supervision due to the poor performance of the Dukuhwaluh village government and the participation of the dukuhwaluh village community is relatively low. Village fund management in terms of good governance has not been realized properly, the principle of legal certainty, the principle of accountability, and the principle of transparency have gone well. The problem of managing village funds in terms of less active community participation in overseeing the development of the village from the initial stage to the final stage, which results in a lack of coordination between the village government, the private sector, and the community in managing village funds for infrastructure development.
