Abstract

The purpose of this research was to determine the implementation of Yogyakarta City Government policies in the Arrangement of Street Vendors (PKL) and to determine the factors that influence the implementation of Yogyakarta City Government policies in Enforcing Yogyakarta City Mayor Regulation No. 37 of 2010 concerning Arrangement of PKL in the Malioboro Special Area in the City of Yogyakarta. The implementation of spatial planning provisions in the city of Yogyakarta has not been implemented properly, especially regarding the arrangement of street vendors on the terraces of Malioboro and public places due to the large number of street vendors who were relocated. Implementation of Yogyakarta City Mayor Regulation No. 37 of 2010 is not in accordance with what has been stipulated in regional regulations. The data collection method used in this research is empirical legal research. Data collection can be obtained by using direct observation to the location under study. In addition, data obtained from library materials, documents, reports and writings that support the problem under study. The data analysis used is empirical data analysis. The results of the analysis can be concluded that the relocation of street vendors (PKL) in Malioboro is still being carried out in accordance with the provisions of Yogyakarta City Mayor Regulation Number 37 of 2010 concerning Arrangement of Street Vendors in the Malioboro Special Area in Yogyakarta City. This is in line with maqasid syari'ah, namely hifdzud-mal where the assets of every soul must be protected and in accordance with the rules of populist economic law.
