Abstract

In a survey conducted by the Program for International Student Assessment (PISA) in 2018, Indonesian students ranked very low in the three categories, namely mathematics (72 out of 79 countries), science (70 out of 79 countries) and reading (73 out of 79 countries). The inadequate availability of educators and educational staff, both in terms of quantity and quality, has a significant effect on improving the quality of education. This study aims to determine the implementation of human resource management at Vocational High School virtuous Yogyakarta, human resource management in an effort to improve the quality of education, as well as the supporting and inhibiting factors experienced when implementing human resource management in an effort to improve the quality of education. This research is a descriptive qualitative research. Informants in this study were school principals, deputy heads of curriculum, and deputy heads of student affairs. Collecting data through observation, documentation and interviews. The data analysis carried out in this study was transcribing, coding, grouping, comparing and constrating and narrating the data. The data validity technique uses source triangulation. The results of the study show: First, the implementation of human resource management is carried out in 6 stages namely a). Job analysis is carried out when the principal makes a work plan. b). HR planning is carried out at the beginning of the new school year c). Selection is carried out by school principals, HRD (Human Resources Development) and sector representatives who need new workers. d). The orientation of the new workforce focuses on the introduction of the Virtuous Vocational High School. e). Compensation is in the form of basic salary and allowances which are given once a year. f). The training is divided into two, namely, internal training from the Berbudi Vocational School or the foundation and external training organized by the government, MGMP or others. Second, human resource management in an effort to improve the quality of education is realized by the efforts made to meet the demands and expectations of the main customers, the strong commitment of the Principal who synergizes with the teachers, also the school always strives to make continuous improvements in the form of system improvements, training , and benchmarking. The three The amount of support from the foundation and students' parents, the fulfillment of human resources in terms of quantity or quality as well as the experience of the school principal are the supporting factors obtained. Meanwhile, the obstacles experienced were the mindset of each individual and the new school principal needed time to understand the problems that existed at school.
