Abstract

The road transportation sector plays a major role in the movement of people and goods. Indonesia with a population density that continues to increase, followed by the needs of more and more people, as well as increasingly advanced and sophisticated technology. In this regard, Law Number 22 of 2009 concerning Road Traffic and Transportation was created, with this the problem of traffic violations which occurs almost every month in Pengasih District, Kulon Progo Regency, is also a contributor to the highest number of traffic violations. Until now this problem has not been resolved. It was recorded in 2019-2022, namely in 2019 it reached 2,613; in 2020 reached 816; in 2021 it reached 257; in 2022 it reaches 542. Traffic violations occur due to violations of Article 77 paragraph (1), Article 106 paragraph (4), paragraph (8) , and Article 107 of Law Number 22 of 2009 concerning Road Traffic and Transportation. From this background, the researchers formulated two main issues, namely How to Analyze Public Policy on Traffic Discipline in Pengasih District, Kulon Progo Regency and How to Analyze Public Policy on Traffic Discipline in Pengasih District, Kulon Progo Regency in Islamic Religious Relations. This type of research is field research or (field research). The nature of this research is descriptive-analysis that is explaining the symptoms, traffic violations, and discipline according to Law no. 22 of 2009 concerning Road Traffic and Transportation around Jalan Raya Pengasih District, Kab. Kulon Progo, which will be analyzed using elite model public policy theory. And also adapted to the environmental conditions around the Pengasih District. The approach used is empirical juridical which is a form of approach to see the implementation of a law in reality in society. The data collection method used is by interview, observation, and documentation. The results of the study show that Law Number 22 of 2009 concerning Traffic and Road Transportation, in its implementation in Pengasih District, Kulon Progo Regency, has not been fully successful. This failure can be seen from the theory of elite model public policy analysis initiated by Thomas R. Dye, namely first, the elite, namely related to policy makers, here the government has tried to meet the needs of society in accordance with the times and technology by issuing the LLAJ Policy. Second, the bureaucracy, which is related to the implementation of policies such as the Kulon Progo District Police and the Pengasih District Police. Third, the public party, which is related to the party burdened by the policy, which can be seen from the responsiveness of the community with the existence of the LLAJ policy. In addition, in terms of the success of a policy, it can be seen from the relations of the Islamic religion which will later lead to whether there is synergy between bureaucrats such as the Police and religious agencies, clerics or religious leaders.
