Abstract

The Marriage Guidance Program is a program of the Ministry of Religion to create a nation through good marriages. Agencies that have the authority to organize marriage counseling are the Ministry of Religion, the District Office of Religious Affairs or other agencies that have obtained permission from the Ministry of Religion. The KUA of Kembaran District is the place for marriage guidance to be carried out in accordance with the Regulation of the Director General of Islamic Community Guidance number 189 of 2021 concerning instructions for implementing the binwin of prospective brides. There are 3 methods of guidance, namely face-to-face, independent and virtual. Binwin participants held by KUA in Kembaran District have not reached the minimum limit of 25 pairs/ 50 people. So the binwin joined Sumbang, Sokaraja and Kalibagor Subdistricts because the binwin participants had not yet reached the minimum threshold. This is interesting for researchers to be able to find out more about how binwin is carried out independently and in groups and what are the real reasons why prospective brides and grooms do not attend binwin at KUA Kembaran District by using legal system theory by Lawrence M Friedman as a knife for analysis. This type of research is qualitative, using field research, is descriptive with the type of Evaluation Study and Normative Empirical approach using interview data collection methods, Observation and Documentation. The results showed that the implementation of binwin at KUA Kembaran District, seen from the legal structure, had been carried out well, it's just that the method used by the resource person was still a guiding method so that the resource person looked more dominant. sources with the knowledge and experience they have. Thenregarding the disbursement of funds for the guidance program, it is still not certain that the disbursement of funds every month, the impact is that the KUA itself cannot determine a routine schedule so that not all catin who have registered can attend binwin in groups/face to face and virtual guidance has not been carried out because it is still in progress. preparation phase.The Binwin activity was not well socialized so that it became an interesting activity to participate in, so that it could affect the number of participants because the legal culture of the people of the Kembaran District for the level of interest in participating in the binwin program was still relatively low.
