Abstract

Pangkalan Baru Village is located in Siak Hulu District, Kampar Regency, Riau Province and is one of the villages that still has strong customs. The community in Pangkalan Baru Village adheres to a matrilineal kinship system, where a child will connect the same ethnic line to his mother, and connect to maternal relatives based on female descent unilaterally. The customary system in Pangkalan Baru Village is headed by ninik mamak. Thus ninik mamak has the right to provide customary regulations to the community, the aim is to preserve customs and protect their lineage. Today, early marriage is a common concern, anxiety resulting from the negative impact of carrying out the practice of early marriage. Conditions that are very vulnerable to the risks of early marriage, such as children's health, physical, mental and emotional. The social phenomenon regarding early marriage is almost found in all regions of Indonesia, the rise of early marriage in Kampar Regency, was found in the last five years, one of which was in Pangkalan Baru Village. Factors that influence early marriage in Pangkalan Baru Village are due to low education for children, arranged marriages and promiscuity. Seeing the rise of early marriage in Pangkalan Baru Village, ninik mamak take on the role of preventing it. Attempts made ninik mamak, such as socializationbath balimau bakasai, maghampung and ask for approval before marriage. Attempts made ninik mama is the best way to prevent early marriage in society. This type of research is field research with an approach sociological narrative. The data analysis method used is analytical descriptive, and the data collection method uses observation, interviews, and documentation. The results of the research show that the role ninik mamak in an effort to prevent early marriage in Pangkalan Baru Village, because the basic purpose of the traditional leadership is to protect the community from the path of harm such as early marriage. Legal reasons ninik mamak to carry out this prevention, has been stipulated in Law Number 1 of 1974 concerning Marriage, then amended to become Law Number 16 of 2019 concerning Marriage, concerning the age limit for carrying out marriages for men and women 19 years. Then the foundation is strong ninik mamak in carrying out such prevention, because ninik mamak can provide benefits for the community, and avoid harm. It can be concluded, role ninik mamak with successful efforts to prevent early marriage in Pangkalan Baru Village.
