Abstract

Indonesia has not only implemented a decentralization policy for all of Indonesia's territory but has also introduced asymmetric decentralization, especially in certain areas such as Aceh, Papua and West Papua. This asymmetric decentralization policy shifts more responsibility to specific regions, supported by granting special autonomy transfer funds from the central government. The Special Autonomy Fund, among other things, finances development programs that stimulate the economy, and improve the quality of life, education, health and infrastructure to create people's welfare. Aceh. This study aimed to determine the efficiency of the special autonomy funds received by the province of Aceh from 2018 to 2021 through Data Envelopment Analysis (DEA). The data used is secondary data that comes from the publication of the BPS and BPKA. The DEA method's efficiency test results show that of the 23 regencies/cities studied, only two city have efficiently allocated DOKA for the 2018-2021 period. This is due to the inaccuracy of DOKA's allocation target, and there are still many allocation problems.
