Abstract

This paper will describe the role of the Dayah and the authority of the Teungku in the application of shariatization in Aceh. This research consists of two main questions, namely, why did Dayah in Aceh transform its institution and movement? and how is the role of Teungku and its authority in the construction of shariatization in Aceh? This paper uses a qualitative method with data collection through observation, in-depth interviews, and documentation. This paper confirms that the early function of the Dayah as a center for Islamic education has now shifted its function to become the political center of the shariatization movement in modern Indonesia. Nowadays, the politicization of Dayah has become increasingly massive by the support of pro-Shariatization Islamic groups through local parliaments and political parties. Several qanuns that have been produced prove the strong support for the formalization of Islamic Shari'a in the local Aceh parliament. The shifting of Dayah's role closely related with the authority of Teungku. They are the main actor in creating and implementing the shariatization in Aceh. Since the founding of the Persatuan Ulama Seluruh Aceh (PUSA) or Aceh Ulama Association in 1939, Teungku's position has become increasingly strategic, religiously, socially, culturally, and politically. Although it was disbanded during the New Order era, the Teungku founded the Rabithah Thaliban Aceh (RTA) in 1999. The 2001 special autonomy status in Aceh had created a political opportunity for the Teungku to be more active in the Shariatization in Aceh. This was reinforced by the establishment of the Himpunan Ulama Dayah (HUDA) or Dayah Ulema Association and Majelis Ulama Nangroe Aceh (MUNA) or the Aceh Nangroe Ulema Council in 2007. The wider role of the Dayah and the growing authority of the Teungku in society have urged the Aceh government to establish the Dinas Dayah Aceh (Aceh Dayah Department) and Dinas Syariat Islam (Islamic Sharia Department). Therefore, the shariatization in Aceh has become more effective and well consolidated.
