Abstract

According to the Head of Pandansari Village, Sumber Sub-District, there are around 200 Tengger people with family cards who are able and able to pay zakat mal, but in reality there are only about 45 people who pay zakat mal collected at the mosque and the rest cannot be ascertained whether they paid zakat mal or not paying zakat mal obligations. Public awareness in paying zakat mal in the Tengger Tribe has not been fully implemented because Tengger is currently not accommodated in various socio-religious and political organizations in literacy regarding the obligation to pay zakat mal for those who can afford it so that there are people who are able but do not fulfill this obligation. Of the 45 people who pay zakat, there are various types of procedures for paying zakat according to the Tengger people's version. The procedure for paying zakat for the Tengger Tribe gives the impression that the handling of the level of understanding of tithe in Probolinggo district, especially the Tengger Tribe in Sumber District, has not been maximized so that harmony has not been realized between understanding and implementation and distribution of zakat mal in accordance with fiqh guidance and law No. 23 of the year 2011. The problem in this research is how the people of the Tengger Tribe carry out their zakat mal obligations. what efforts can be made so that the people of the Tengger Tribe understand the obligation to pay zakat mal and what are the normative juridical views in the implementation of zakat mal in the Tengger Tribe community. The type of research used in this thesis is field research, which is basically a method to find out the specifics and realities of the tenggerese zakat mal implementation. The approach method used is a normative and juridical approach. The normative approach is used to find out the maslahah review, then the author also uses a juridical research approach, which uses positive law as a tool to analyze a problem, the law used is Law Number 23 of 2011 concerning zakat. The results of the study concluded that the procedures for implementing zakat malls of the Tengger Tribe based on the perspective of maslahah are included in the category of maslahah mursalah and juridically if people want to distribute their zakat to the zakat committee then the institution must have prior permission from the authorities or in words other mosques in the Tengger Tribe area should be registered as UPZ as an extension of BAZNAS.
